RDA Steps In: Illegal Housing Schemes in May 2025 Sealed

The Rawalpindi Development Authority (RDA) has recently sealed four illegal housing schemes in May 2025 that were being developed without the necessary approvals or No Objection Certificates (NOCs). These schemes included:

  • Top View City (D-17) by Orbit International
  • Al-Baraqa Garden
  • Kohsar Extension (F-Block)
  • Nabeel Block (near Kohsar Extension)

These projects were located in various areas including Mouza Wnni, Paswal, Chokar, Pind Gondal, and Chongian. Despite having no formal clearance, some of these developers had begun marketing, selling plots, and even starting construction. Unfortunately, such practices can leave unsuspecting buyers vulnerable to legal, financial, and emotional distress.

In response, the RDA enforcement team, under the supervision of Commissioner Rawalpindi Division Mr. Muhammad Abdul Aamer Khattak, carried out a major operation. Their team demolished illegal infrastructure such as boundary walls, roads, and offices that were part of these unapproved schemes. They also removed marketing materials, billboards, and signs to prevent further misrepresentation.

The Director General of RDA, Ms. Kinza Murtaza, has reiterated the authorityโ€™s strong stance against unregulated development. She emphasized the importance of verifying the legal status of any housing scheme before making a purchase or investment. The RDA continues to urge citizens to only trust those societies that are listed and approved on their official website.

This move is not isolated, RDA has previously declared over 150 housing schemes illegal in the Rawalpindi region, warning that such schemes often fail to meet safety, infrastructure, and planning standards. Investing in these unauthorized projects could result in legal disputes, loss of property, or incomplete infrastructure, challenges no homeowner or investor should have to face.
